Chernobyl stopped the active fusion pretty quickly after it started but it's forty years out and there's still enough decaying radioactive matter to make the place unlivable.
So the rate of increase is down 21%. The population of Canada as of the 2021 census was 37m, and the population as of now is estimated at 41.3m and that's a 10% increase. Per https://www.cbc.ca/news/canada/fertility-rate-canada-why-1.7338668 , the fertility rate is 1.26, well below the replacement rate of 2.1. ("Canada recorded its lowest-ever fertility rate for the second year in a row in 2023, according to Statistics Canada, at 1.26 children born per woman. It now joins the ranks of "lowest-low" fertility countries, including South Korea, Spain, Italy and Japan.") But the population increased by 10.4% in three years. How do you figure that happened?
So is this "slashing" or just "That's enough for now"?

Well, that's reasonable but 10.4% in three years seems pretty big: it is past "immigration" and all the way into "all of the conspiracy theories are true" territory.

It was considered "unCanadian" by the mainstream, and already refugee groups and organizations are being pissed at him.
Translation: The announcement itself is a measure of how unpopular he is and how desperate our liberal party is to win the next election, not that Canada is "righting the ship".
It also probably means that his cabinet and everything he has touched is a bigger crime scene than we already suspect.
