     @eff Law enforcement has already weighed the risks and decided that the damage that foreign espionage can do is less important than their need for domestic surveillance. This is likely because they don't see themselves as bearing the cost of the foreign espionage, or at the very least do not think they will be held responsible for it even if their surveillance systems enable such spying.
